Birdee was the daughter of William Bryan and Gladys Eula (Phillips) Stephens. She had two siblings ; Harold Lee Stephens and Rada Van Stephens Manwell. She grew up with her siblings and parents in Harrah. Her religious orientation was Methodism and she attended Harrah United Methodist Church.
She attended Harrah High School, where she graduated as the valedictorian of her year batch. She worked with Oklahoma Corporation Commission(OCC) in 1968. After working with OCC for a while, she was appointed the acting secretary of the commission in 1981.
